Raul,a peasant displaced by violence now lives at a Bogota crossroads. Enamoured of freedom and high on drugs, he obstinately tries to control the timing of the red traffic light so that street vendors, jugglers or disabled people have time enough to beg. For these men, the traffic lights are both their livelihood and their grave. Amid the delirium and excitement, despair turns into a hymn to anarchy.
