Somra, son of Jitni, lives in Manpur, a small railway station near Gaya in Bihar. Somra is obsessed with kites. Mathura, a petty criminal, has a clandestine, yet understood and accepted, relationship with Jitni. The idealist railway officiai Rabbani makes futile attempts to change a situation in which politicians, criminals and bureaucrats are ail linked. Shady dealings unfold in the constant heat, against a backdrop of flying kites.
