In May 1991, on a par with the Schengen-group States, Spain decided to impose visas on citizens from Maghreb countries. Since then illegal immigrants from Morocco, Mali, Senegal, Mauritania and other African countries have been massively and continuously rushing to Tangiers. In Moroccan dialect they are nicknamed herraguas or “burners” because they are prepared to do anything to leave, even to burn their ID documents, i.e. their own identity, to make this a journey with no return.
