Since the 1960s, cases of asthma near a steelworks in Chiba Prefecture had been linked to the factory’s activity. In 1967, the first law on pollution control was promulgated in Japan. The film approaches some of the victims and the policy makers in charge of environmental questions. He highlights the case of the bureaucrat, Mishio Hashimoto, author of the 1967 law, and the strange U-turns taken by this man of compromise, who in the end seems to relinquish all ambition to remedy the problem.
